I confirm. In general, many laws are not actually enforced in Greece. We are the stated vs revealed preference example for policies.

As a person from Greece I can confirm. Also is compulsory and enforced in specific Greeks based on their jobs. For example army is obligate to vote

This is a written law with an unwritten enforcement. European elections are typically not that popular in Greece. This year in particular many Greeks turned their backs to the entire process. The day of the election was also a very hot day, leading many folks to choose the beach over the polls.
