Can we do something upstream to turn off invites for repeat offenders?

some ideas:
- button on user profiles to auto-mute anyone they invite
- ability to filter all WC / protocol api calls by active user status
- default to only show active users in the main feed

instant ban? shadow ban? mute for 48 hours? what's the move
