I take the Internet to mean the modern World Wide Web.
Tim Berner's Lee invented HTTP while in Switzerland.
He is British by nationality. Though Britain was in the EU at the time.
Though its fair to say the United States has pioneered most of the best user cases, platforms and infrastructure that make up the Internet.

So I guess its like Ethereum. Vitalik is Tim. He started in Canada, formally launched it in Switzerland, though most of the best use cases were built in the US / EU.
