This is obviously speculative. But what do you think of the case spelled out here for Canada joining the EU? The short of it is that if the EU creates a multi-tiered membership that has some countries in an inner fiscal union and others outside that bloc with trading membership closer to what exists today, that Canada might fit in that second tier. How is the second tier different from a free-trade agreement? Such an agreement could include lots of stuff beyond trade (or it might be separate agreements). Problem with the free trade stuff is that it needs to be ratified by every EU member so it’s theoretical at best.
