What am I missing in the article? It’s mentioning a partnership with Мобильные ТелеСистемы — I’d assume they have a relationship with the government (who doesn’t in Russia, you’re kind of forced to), but what about the deal means what you say it means?

mts is virtually owned by russian government and now tg gives the government mapping between phone numbers and tg accounts

then you can match phone number to other data from other sources and boom you have a mapping between tg account and your home address

but also if we read between the lines of the announcement, how certain are we that the phone number stuff is the full extent of it?
