It's an open data protocol, it doesn't make sense to have client enforced blocks because anyone can just build a new client. (Contrast this with BlueSky which has the same quandary but took the other bent because they are larping to be Twitter.)

Ah, to be clear: muting here actually works more like blocking on Twitter. The app doesn't bait you with those gray "user you muted" boxes. I also think muted users can't DM you in the current model, so they can potentially know they're muted, but that may not be a permanent fixture going forward.
