You probably don't need a blockchain though. Cryptographic signatures on their own are enough, and much better than the current situation. Blockchains do add a very hard timestamp element, but I don't think that's strictly necessary

It's also a convenient way to store the data in a way that discourages or even outright prevents retrofitting/tampering with signed data.
