Anyone can donate and get a non voting token, but voting power is only allocated algorithmically each week to builders based on quadratic root of the qDAUs of their apps on the Farcaster network.

gets rid of the principle agent problem for this subsection of Farcaster public goods - why have random members speculatively vote on what open source libraries are helpful, instead let builders decide what is helpful

an example right now is the replicator - I think it'd help a bunch if we could get someone in the community to fix and improve the new one, without depending on Warpcast to do so. But maybe I'm wrong - this mechanism would answer either way
