no idea but I think at some point someone wise and in power sees the potential in building a more open financial system and the unique opportunity America has to advance its own interests, hopefully the virtuous ones, by leading here it makes sense in my head given the role the dollar plays in the world would be absolutely floored if it was a Democratic cause
