Is the value add over responding with a frame that the current input value can be preserved? performance? Is this an accessibility change? Perhaps this is possible via an accessible arial-label for images instead. Or is this a way for broken frames to communicate the errors back (not helpful for users)?

2x faster than a full image render input state is preserved makes building a frame with clean error handling simpler still expect and encourage frames to use full frames in cases where that makes more sense

these are "application level errors"—not intended to address broken frames that's something else we are working on but that's a client being diligent about handling timeouts, 500s, bad data, etc
