not necessarily. i think art has always been in the eye of the beholder if something is done or created with a performative intent, it could be considered art the most interesting case i think is around CryptoPunks, which did start off as a collectible kind of art, and then gave birth to "pfps"

the contract itself could be the art. a genesis of an idea. every txn creates a moment in block time that is notable.
