This is similar to my current concerns with the burn: Thought exercise, if fork threshold was 1 noun, i.e. vanilla RQ, then the burn wouldn't do much because auction prices would stay pretty close to BV. https://warpcast.com/wilsoncusack/0xad062676

If arbers are the one defining the auction prices, then the burn simply tries to burn the arb. If the arbers manage to fork before the burn, then there's not much to burn, and arbing is still profitable.

Or we eliminate the intrinsic value arb opportunity completely… that way the only people bidding on the auction are those who are aligned with the project. We should want zero eth arbed from the treasury, not make it easier for them with daily forks, just my thought.
