Maybe I'm missing something, but isn't this just saying they don't want people to be gouged for necessities in the aftermath, and also get more resources to prevent things like this happening in the future?

Agreed, it seemed to me with regards to price hikes, it doesn't sound like he's saying that's the cause. My read is that he's saying that he's trying to ensure it won't be an issue during recovery.
