Priority mode by default ensures that only users you follow or with a globally recognized relevance, i.e. Power Badge, will break through.

How can you discover new interesting casters in priority mode that are not power casters?  Perhaps this can be achieved through a more nuanced solution?  For example, if a percentage of casters you follow also follow that caster
