if I had to guess… and guess I will… I’d say it’s because Chinese money positively influences middle countries the most (they lack access to cheap capital but have basic infrastructure) wealthy countries don’t always need or benefit from large inflows of cash from China (asset bubbles, pop. is weary of propaganda)
