1. Add a tip $$$: Prop creators can now incentivize the swap with a “tip”: Decide how much the Noun you want is worth to you. This mechanism enables the DAO to earn revenue via swaps. Noun + ETH = Noun you want (cc @jacob)

2. Share a personalized reason: We've heard from the community that understanding the purpose behind why a Noun holder wants the swap is vital. We've added the ability to include a personalized reason for the swap that shows up directly in the proposal.
