I fixed it by:
using Coinbase wallet rpc:
'https://chain-proxy.wallet.coinbase.com?targetName=base'

fetch gas price:
const gasPrice = await provider.getGasPrice();

estimate gas b4 sending tx

Send tx with gas limit = gas estimate and gas price = fetched gasPrice
