Are you sure that you don't want to post this in the wrong channel and demand everybody read it? :p

Since I work in the mental health field, my first instinct is to reach out to the individual and suss out what support they feel they are lacking. 

On the flip side, if they are messing up the vibe, then allowing them greater latitude to dictate conditions might not be the way.  

Maybe a house meeting is in order?

Group dynamics are tough! 
Without more specificity about the individual’s transgressions (are they hostile or just awkward?), it’s hard to know how to respond. 

it sounds like “meeting them where they’re at” with some plain but empathetic statements of expected behaviors moving forward might be productive.
