could you talk on the technical aspects of how the proposed separation of block building and transaction execution within the “The Scourge” that can address the centralization of MEV opportunities? what are the underlying mechanisms that would allow for a fair and decentralized block proposal process?

Flashbots is gonna use SGX for trustless block building. There are repos you can look at, and they hired the guy who found multiple SGX exploits to help.
