seeking feedback, speaking for myself i think it would be a good idea to impose a 2 week moratorium on picture posts with banning as a possible consequence for the following reasons:

-the instagram spam is at a pretty bad level
-some ppl have clearly not read norms / channel announcements

There's so many things that don't apply to the norms being cashed here.
And banning images you can implement @automod right? 
You need something that scales and this can be a new norm that is understood before being lifted & adjusted
