You can safe a web-app as an app. Then you do not have any App Store requirements. 
But explaining that to users Is a pain…

Let's say Apple stopped allowing Signal. Could you just run the open source code on Testflight indefinitely? Or some other work around? I honestly don't know.

you can't, apple is anti-decentralization and anti-give power to the users

I know the crypto community isn’t keen on lawmaking, but imo legislation and antitrust lawsuits are the biggest weapon to force Apple to open up the App Store. WPA can’t compete with native apps in near terms because it is not in Apple and Google’s interest.
