The loss of manufacturing jobs is not just a matter of "they make it cheaper". It is also a matter of "we lost the expertise" and that in the information age, we trashed the status of skilled manual labour. 
This is an interesting podcast to listen to, and at one point they mention Germany. I've lived in Germany, and what was notable: they valued skilled manual labour - painters, craftsman, even the chimney sweeps. Because of that, these jobs have a status that make kids want to study to become one. 
This is not solved by tariffs. Tariffs just make everything more expensive and more complicated.
