when? 1. when the team is not aware of it and most initiative grind to a halt, resulting in flaky and unreliable services 2. when the effort of new features outweighs the benefits sometimes a shotgun helps to start fresh, though.

Tech Debt always matters. Ignoring it now creates more in the future. Look at any company existing from the 80s or 90s, the level of tech debt is absurd. Sure that is literally a problem for the next generation, but that's exactly the problem which results in people not wanting to deal with it ever.
