1. Shifting the balance of initial allowances back a little bit toward OpenRank 2. Taking excess undistributed allowances from staking and rewarding the OpenRank casters 3. Adding a rolling window over which tippers can accumulate their allowance It may not all be available on day 1 of season 7, but we're going to try

btw Nick Szabo has one post about scarce objects, where he concludes it's also about usage control (not mere access control) for distributed objects interacting across trust boundaries. I believe this could also be helpful going forward in regards to tipping actions among accounts.
