FIP: Reduce Storage Limits

@wazzymandias.eth's proposal is up for review. it reduces the # of casts, links and reactions per storage unit to help hubs scale.

Not only are they taking value from us.

Not a real fan of cutting back on the number of casts, but I can deal with that. And totally fine with cutting back on the number of "links" (which I think are follows).

But it is terrible data design to limit likes that way!

If they are going to change storage, they should figure out how to make likes nearly free. There is -no reason- a like should "cost" so much in the first place. It's just a boolean for goodness sake!!

Why they lumped likes in with recasts which are literal duplicates of casts (and which could also be optimized to just be pointers to casts instead of copies) is beyond me.

People should not be penalized for liking things. 
Free the Likes! Likes should be FREE!
