Few would seriously believe that "the black man" was an acceptable substitute for the Secretary of Defense. It's more likely that the person is deflecting with humor--because there isn't a good defense that I can make here. Once I added in the "Com' on, man" Bidenism, I hoped to make it clear that I'm deflecting.
