1. Power badge gets computed every Tuesday 2. Plenty of new accounts get it each week; some lose it 3. Based on inbound engagement from other other power badge users 4. There's no penalty for interacting with non-power badge if you have it Open to another system, except for "well, just give it to me because I'm good".

Currently, something like a moving average is used. If you’ve had a bad week, past achievement isn’t lost. Say it’s over the last k weeks. Include an additive score boost with a longer window (say 10k), proportional to (weeksWithBadge/10k)^1/10. So if you’ve had a badge long ago, a boost is applied.

This is solving for people who lose their badge, which is a small % of the complaints of people who don't get the badge in the first place.

I actually like the idea for people losing it -- if you've had it for a while (esp. consecutive weeks) give you a bit of a break to lose it.
