But there really isn’t any incentive to do so, nor awareness that you can, so it just sits there

When you deposit ETH it’s minted.  Therefore when you withdraw ETH it should be burned. 

For whatever reason (probably to save gas) we decided not to burn it immediately when a withdrawal is initiated, but to keep it in this contract and make it so that it can be burned permissionlessly.
