Popular channels get a lot of spam and manual moderation is hard to scale and decentralize. 

Proposal: 

- Hosts can turn on a fee in settings
- Users must pay 100 warps before they can post
- If banned, user must pay the fee again before posting
- Fees go to hosts

another option also could be to have users "stake" the warps rather than pay them

if they are good actors for say 30 days they get it back
