2 very bad assumptions here in this cast:
1. that farmers won't lockup for long timeframes
2. that farmers/bots aren't gaming this poll/survey to push short timeframes

Per 1, think of how long the BLUR farmers have now been farming Blur with their NFT bots. Time, long or short, is not going to keep many from farming DEGEN.

Per 2, you can easily create polls that ONLY accounts with DEGEN can vote on, why not do that?? And someone with more skin in the game should probably have more say in this yes versus a bot with a single DEGEN.

Since there's no perfect answer do a staking-ranking combo.
Also let us defer our tips and save them for up to a week, I know in the brief time I had tons of tips to give out bc of having a power badge, the pressure to give out my daily tips was stressing because there were days when the content sucked and wasn't truly tip-worthy.

Also, let us take from future tips if we stake. Meaning let me take from my next week's combined tips because sometimes there's a post so good today I want to overtip and wouldn't mind taking from my future allocation.

You're right, we should token-gate the survey. We'll do that for the next survey. It feels like the pool of Degen will self-balance, though. If a lot of people lock their tokens, then the tip allowance received will be very small.

I don’t understand at all how this will help fight farming? If I block degen, I can create a second account that will receive my types. Otherwise, why would I block at all? This is a kind of staking with problems and long locks. It sucks tbh
