Easy game to play: assume a rollup needs to propagate state cross-L2, the more this happens, the less overall benefit to rollups. Everything being bound to the scaling limit of the L1 for settlement will inevitably have to contend with that limit all over again.

L2s rely on L1 for true finality. They may be able to conduct transactions but the final state is landing a commitment to L1, meaning if you need to go from one L2 to another, you depend on the L1 having that settled state. The more cross-L2 transactions the slower this all gets.
