If non-Members can’t cast into a channel, how might channel managers identify high-signal new casters to invite?

Yup. This ☝️That was my very first thought too. As a channel owner, I'll just invite people I can think of, at the expense of all the other potential great candidates. 

What about adding a guest (i.e. non-member) post that needs to be validated by a moderator before showing up in the channel?

That would encourage quality submissions and help identify quality candidates.
