How are they tools, though? When you say tool, I think of a Hammer, or something that does a job for you like an AI. An economic system, or a system of governance is a concept for societal organisation. It'd be like saying "the U.S. Republic is a tool..." sounds nonsensical, right? It's just an idea.

Ideas = information. Most computer scientists would argue that information can take action.

That sentence is nonsensical, and you're trying to appeal to authority. Information isn't conscious, and so, is incapable of taking action. If I'm wrong, then give me an example of information praxis.
