i'm by no means an expert icon designer, but we need a symbol for publishing onchain.

whatever it ends up being needs to illustrate the concept of creation/authenticity, scale to small sizes, transcend cultures, and use clean and bold lines.

which arrow direction better represents publishing content onchain, A or B?

This is really a great question.

Thinking in terms of layers in software engineering, as the blocks are the lower layer, and as there are other layers atop (e.g. DApp Front & ...), "A" seems more rational.

But, the "on" in onchain & the imagination involved about "UP"loading, makes "B" more Natural.
