circle runs USDC and has an explicit blacklisting policy in their terms of service: https://www.circle.com/en/legal/usdc-terms#:~:text=Blacklisting,permitted%20under%20the%20blacklisting%20policy.. it's the same on base as any other chain.

Thank you for this what about other tokens? if I got on the IRS/terroist radar, would Coinbase be able to lock my wallet on behalf of, share my trade details with, or drain my wallet for the IRS/CIA?

No, Coinbase has no ability to access or lock funds in self-custody wallets on Base.

thank you π excellent to know is there any tracking of app usage back to a user profile in Coinbase or some other way to match with PII (eg an ip tracker that follows you from download)? 100 $DEGEN πx1000 for your answers

Not specifically no, though if you use Coinbase Wallet I imagine some of your onchain activity ends up in its instrumentation logs and could theoretically be joined with other data. Just speculating though.
