Users without the power badge, don’t like priority mode and want more visibility to users with priority mode turned on.

Making power badge more permissive, increases spam. Makes everyone unhappy (except the spammers)

Power badge has flaws, but haven't seen a concrete proposal for a deterministic alternative to the power badge.

Most suggestions for improvement are: "sounds like a hard problem, but whatever system you put in place should give me the power badge." :)

I don't think it's a bad system at all. People will always find something to complain about. Specific badges for bots or similar things are cool, but they don't add function from what we already have.

Maybe...power badges older users could have a different color and be a better rank than new ones? But idk...
