How is a p/rev ratio relevant to the price of governance token without a rev share component? Is it assumed that they’ll start burning tokens like Hyperliquid or something?

You need to consider other factors as well. For example in the case of Jupiter they are giving massive token rewards to team that are likely to be sold driving the price down further.
