I wonder what UN votes would look like if they were secret ballot. Each country chooses their representative, but from that point on it's up to each representative and their own conscience.

Right, but the question is who is better able to leverage that accountability? My intuition is that in the vast majority of cases, an individual or small group looking to coerce the voter will be much more capable of leveraging that accountability than the mostly passive majority of constituents.

I'd suggest that constituents are better off holding their representatives accountable for the outcomes they create (or fail to), rather than seeking vote transparency.
