I wonder what UN votes would look like if they were secret ballot. Each country chooses their representative, but from that point on it's up to each representative and their own conscience.

if anything I'd do a secret quadratic vote for all citizens of the country across different sectors of its government (one of which would be UN diplomacy) so that informed/invested citizens could serve as the voters and the delegate would be more of a speaker that represents them in discourse around each UN resolution.

Right, but the question is who is better able to leverage that accountability? My intuition is that in the vast majority of cases, an individual or small group looking to coerce the voter will be much more capable of leveraging that accountability than the mostly passive majority of constituents.
