Apple has removed its Advanced Data Protection (ADP) tool from the UK after the government demanded access to user data under the Investigatory Powers Act. the ADP tool provided end-to-end encryption for iCloud data, meaning only users could access their stored information. without this feature, Apple can now access user data and share it with law enforcement if presented with a warrant.

so does this mean that a non-UK person visiting the UK will have their encryption disabled?

always use a VPN when traveling to the UK

Users that turned on ADP prior to this change get to keep using it (for now). So, probably the same for visitors.
