Donald Trump has been in politics for nearly a decade, yet he has still never bothered to figure out how govt works. He's also now surrounded himself with other people who don't know how the govt works. This is why they're all inept and keep attempting illegal/unconstitutional acts.

A real blessing and a curse moment as he fails to get what he wants but the chaos is enough to confuse and overwhelm the public causing them to tune out.

Because in this country winning the presidency and shaping politics doesn't actually require you to know how the government functions because most Americans have no idea how it functions. 

There's a difference between setting an agenda/winning an election and actually carrying out actions within the Federal govt.

The White House has many advisors and strategists who are there to help, even if Trump doesn't know anything about the government.
