I never cared much about off leash dogs.. until I had kids. Now every time I see one it puts me on edge, have to mentally prepare to physically restrain it.

What a horrible stat. Owner liability makes sense, seems like the overwhelming majority of the time a bite would be due to poor training.

I totally get it. People don’t do a good job of training their dogs, either and the problem is worsening. There were double the fatal dog attacks in the us in 2022 vs 2019 

Texas is one of the few states that assigns the owner liability for dog bites, a fact I think would change people’s behavior if it was more widely understood
