The team asked specifically for level 0 so I think that should be the main focus. Level 1 doesn’t exclude you from earning reward. It’s harder but you aren’t banned from participating.

Level 1 excludes from earning rewards because i had around 9 thousand points in rewards that went to zero after i was labeled as level 1 spam from 2

It’s all about WHO is engaging with you. It means the people who follow and interact with you the most have 0 points to the you. 1000 people lost their level 2 spam label this week. So those engagement no longer ads points to the leaderboard.
