Shorter or longer emails when meeting someone new? I only feel like shorter emails work when you already have some authority or warm connection. Ideas by themselves at early stages can rarely pique interest (I think).

2-3 line short paragraph introducing yourself. 2-3 lines regarding the goal of convo. I prefer putting in a max 5-6 min read.
