When comparing discount terms, 7% off vs. 6.8% off, which is more attractive? Marketing and consumer psychology suggest that the latter is more appealing. But why is the lower discount more attractive?

Are you inducing me to think of a bigger discount by setting the decimal number to 8, which is higher than the 7% mentioned earlier?
