i interpreted that to mean "creating a wallet" in the sense of requiring the user to do it, not that giving users wallets is a non starter

Yeah same -- though culturally there would be a lot of opposition to embedded wallets

But FC /Warpcast still requires you to write down a seed phrase for your custody key, right? Or is the custody address now embedded as well?

i believe they use icloud for passkeys  for new accounts
