What is the data structure for "Fid Roots"? Is it a list of all the roots (ie. n = number of users)?

Merkle tree, so a binary tree of the fids' own Merkle tree roots in linear sequence as leaves, with the resulting root of the fid roots tree

Yes, albeit different from the MPT used in Ethereum (we don't benefit from sparse encoding of address space)
