Does this mean "dead" accounts (defined as accounts that stopped doing things on the network) impose a permanent cost that is at most 1 snap on hubs?

sanjay came up with a better model that eliminates the need for this. new doc coming soon.

Essentially, yes, but the cost is relatively low compared to the benefit
