who's allowed to run Snapchain validators?

I know about Neynar and Warpcast team, don't know other parties yet. Some months ago plan was to have 10 maximum validators, don't know what is the plan now. I am more concerned with the lack of public nodes than the fact that validators may be highly centralized, without open public nodes people won't be able to read/write the network without running a node, which consumes a lot of resources, so the network will become more closed than now.
