I don’t know in the US, but here in Italy we have a spray that you can use on the balcony to annoy them with the smell. The pigeons will not return after some days. Otherwise you can try with pepper, chili, cinnamon or naphthalene.

I haven’t come across this before, thank you!! Gonna look up the spray and see if I can get it in Canada :)
